He obtained his doctorate and Habilitation in Political Science from the University of Tübingen. From 1969 until 1996 he taught at the universities of Heidelberg, Tübingen and Konstanz. Among his professional activities were the Vice-presidency of the International Political Science Association  (1988-91) and the presidency of the German Political Science Association (1991-1994). He obtained two awards for his scholarly lifetime achievement, respectively from the German Political Science Association and from the European Consortium for Political Research.

His main fields of research are in German and comparative politics and comparative public policy. Among his publications some have received wide attention , in particular on consociational democracy, on neo-corporatism, on the politics of German federalism, on “varieties of capitalism” and the governance of economic sectors in comparative perspective. This has led him recently to shift his focus to a subject otherwise neglected by the discipline of political science, namely the comparative governance of forestry. (Forestry is  a field with which he has retained some familiarity from a very early stage of his biography.)
